Who nominated council?

I would like to ask your correspondent Graham Holtman (letters, Tuesday, July 8), and those who keep on praising South Tyneside Council, who nominated it as the best in the UK?
Is it possible it's all the PR staff and consultants it employs, or was it the expensive colourful magazine it prints at council tax payers' expense?
