APATHY means a residents-only parking permit scheme is not being introduced at a high rise complex in South Tyneside.

People in Durham Court, Hebburn, submitted a petition to the council calling for permits.

After the request, consultation letters were delivered to properties, but only 28 per cent of the 111 residents replied.

Under the criteria for the introduction of any such scheme, a response rate of 60 per cent is needed.

A report to next week’s Hebburn Community Forum says: “In view of the low response rate, with regard to the introduction of resident permit parking, the council would be unable to progress a scheme.”
