APATHY has resulted in the failure, for the second time, of a bid for residents-only parking at high-rise flats in Jarrow town centre.
South Tyneside Council was handed a petition by 10 residents of Wilkinson Court and Ellen Court earlier this year, calling for the introduction of a permit scheme.
A consultation exercise was launched, with 44 letters being distributed in Ellen Court, but resulting in just five responses.
Of the 44 letters sent out at Wilkinson Court, only 10 yielded replies from tenants.
Council rules stipulate that a 60 per cent response rate is needed to press ahead with any such parking scheme.
Because the response received fell well short of that mark, the permit request has been rejected.
An application for a permit scheme made at the same tower blocks back in 2008 was also turned down because of a poor response rate.
