The Stoke City winger is undergoing a medical at the club ahead of a £13.5million switch to Anfield.
Newcastle United's Matt Ritchie is being lined up as a replacement for Shaqiri at the Bet365 Stadium.
Rafa Benitez is prepared to sell Ritchie to re-sign Crystal Palace winger Andros Townsend, who could be allowed to leave Selhurst Park if the club signs Michail Antonio from West Ham United.
Townsend, sold to Palace two years ago in the wake of United's relegation from the Championship, has addressed speculation linking him with a return to St James's Park.
The 26-year-old said: “We’re seasoned pros now – we’ve been in and around the game for years.
“Your name gets linked with other clubs every transfer window it seems, but you’ve just got to get on with it and just focus on what you’re doing for the club you’re contracted to until that changes.
“I’m just focused on pre-season, and am trying to get some minutes under my belt in Sweden and Denmark.”
