The Black Cats will now hope that they have taken a significant step towards making Baldwin their ninth summer signing.
Boss Jack Ross remains determined to strengthen his squad and is still seeking at least two strikers.
He is also keen on adding a replacement for Callum McManaman, following his return to former club Wigan, and a central midfielder.
