South Tyneside Council's planning department has refused an application for 4 Beaufront Terrace near Chichester Metro Station.

Plans submitted last year sought permission to convert the property into a HMO with several en-suite bedrooms, a lounge area and shared kitchen and secure cycle storage.

Public opposition to South Shields HMO plans

During a council public consultation on the plans, there was public opposition with seven formal objections.

Concerns included the existing "overconcentration" of HMOs in the area, impacts on the "character, stability, and liveability of the local community", antisocial behaviour, road safety and more.

An application form submitted to the council said work at 4 Beaufront Terrace started in March, 2025, but had not been completed.

After considering the application, South Tyneside Council's planning department refused it under "delegated powers" on April 10, 2026 and outlined refusal reasons in a report.

It was noted that the property was "situated in a locality comprised of predominantly single household family housing".

Council planners also referenced the "presence of three existing HMOs within Beaufront Terrace" when coming to a decision.

In this context, planners noted the "cumulative impact" of "increased comings and goings from residents, visitors and deliveries and the increased level of activity within the application site itself arising from this HMO use".

New HMO would be ‘harmful to residents’

They said that when combined with the "activity generated by existing HMOs in the vicinity", the new HMO would be "harmful to the residential amenity of neighbouring occupiers and the character of the locality".

The decision report adds: "The proposal is not considered to have a detrimental impact in terms of visual amenity, ecological impacts, or in terms of crime and antisocial behaviour.

"The proposal is considered to result in an overconcentration of HMOs within Beaufront Terrace. In turn, this would have an unacceptable adverse impact on the living conditions of surrounding local residents."

The applicant can challenge the council's refusal decision by lodging an appeal with the Secretary of State.
