Newport striker Tristan Abrahams opened the scoring after just five minutes but a late Jonjo Shelvey strike forced a spot kicks at Rodney Parade.
Steve Bruce’s side prevailed 5-4 in the shootout after Brandon Cooper blazed his effort over the bar.
