That’s according to WalesOnline, who claims the defeated Championship play-off finalists are leading the race for the 19-year-old.
Joseph, after bursting onto the scene in League One, is attracting plenty of interest from the likes of Newcastle, Celtic, Rangers, Preston and Sheffield United.
The Scotland under-19s striker has been offered fresh terms by the Latics but it seems increasingly likely he will leave when his contract expires in the coming weeks.
Wherever Joseph ops to go next, Wigan will be entitled to a compensation package – with that figure yet to be determined.

Norwich City are set to join the race for former Newcastle youngster Adam Armstrong, the Daily Telegraph reports.
The 24-year-old is in line for a Premier League return this summer following his 29 goals for Blackburn Rovers last season.
West Ham are among the top-flight clubs to be credited with an interest, while Norwich are reportedly considering a £10m bid.
Newcastle have also been linked with a move for their academy graduate but either way stand to benefit from a potential sale due to the 40 per cent sell-on clause they installed when Armstrong was sold to Rovers in 2018.

As per Belgian outlet Voetbalkrant, Club Brugge are ready to provide competition for Tottenham Hotspur defender Cameron Carter-Vickers.
Steve Bruce’s side were said to be keeping a close eye on the 23-year-old after an impressive season on loan at Bournemouth, however reports elsewhere suggest Celtic’s Kristoffer Ajer is more of a realistic target.
Nevertheless, Club Brugge are the latest club to be linked with a potential swoop for Carter-Vickers and could battle rivals Anderlecht for his signature.
The USA international’s current contract with Spurs is set to expire in the summer but a one-year extension could be triggered.
