RSPCA Inspectors are now keen to find the owner of the dog.
RSPCA Deputy Chief Inspector (DCI) Helen Nedley said: “This poor dog’s spine, hips and ribs are all easily visible.
“He has patches of fur loss and thinning fur all over his body, pink and scabby skin and the inside of his ears are thickened with scabs inside.
“It has taken him some time to get into such a poor and suffering state.”

“He is very distinctive looking, almost half of his face being black and half white, and I’m hoping that someone will recognise him and know who his owner is and get in touch.”
Anyone with information on the owner of the dog or information which might help the investigation, is asked to contact the RSPCA inspector appeal line on 0300 123 8018 and leave a message for DCI Helen Nedley.
