South Tyneside Council’s planning department has received an application for 230 Dean Road in the town's Simonside and Rekendyke ward.

Six-bed, six-person HMO planned

Plans are seeking permission for the change of use from a "dwelling" to a six-bed, six-person HMO along with the insertion of rooflights.

Existing floor plans submitted with the application, on behalf of applicant TKF Nice Property Company Ltd, state the property’s ground floor includes living rooms, a kitchen/dining area and a "snug", along with three bedrooms and a bathroom on the first floor.

New plans for the HMO are proposing four en-suite bedrooms and two bedrooms with off-suites across two floors, and the retention of a kitchen / dining area on the ground floor.

The application falls against a backdrop of South Tyneside Council’s decision last year (2025) to launch an “immediate” borough-wide Article 4 Direction removing permitted development rights for small HMOs, meaning that planning permission is now needed for all HMOs across the borough.

A planning application from developers for 230 Dean Road notes work started on the property back in late-2024 but said the “work or change of use has not been completed.”

‘Professionally designed and managed’

There is no supporting planning statement document available to view on South Tyneside Council’s planning portal website providing details of the proposed HMO’s target occupiers or management.

However, the agent is listed as Beaumont and Partners which has been providing supporting documents for a number of recent HMO applications submitted to local authority planners.

In similar supporting documents submitted as part of these applications, the planning agent said “all the properties developed by Beaumont and Partners will be professionally designed and managed” and noted the firm “produces high quality co-living spaces which are ‘aimed’ at young working professionals”.

It was also noted that “every property has a dedicated property manager with a set of guidelines”, including preventing antisocial behaviour, "ensuring that any necessary repairs are carried out promptly”, maintaining the property and more.

A decision on the planning application for Dean Road is expected following a council consultation exercise.
